The <strong>NDIS early childhood approach<\/strong> supports children younger than 9 with developmental delay or disability, and their families.<\/p>\n<p>This guide explains how the approach works, what early childhood partners do, and how the new Thriving Kids program is changing support for young children. The <a href=\"https:\/\/www.ndis.gov.au\/applying\/children\/guide-early-childhood-approach\">NDIS guide to the early childhood approach<\/a> says it supports children younger than 9 with delays in their development or disability.<\/p>\n<p>The age range changed in 2023. The NDIA announced that from 1 July 2023, the <a href=\"https:\/\/www.ndis.gov.au\/news\/9175-age-children-supported-under-ndis-early-childhood-approach-changing\">age of children supported would change from younger than 7 to younger than 9<\/a>, phased in over two years.<\/p>\n<p>The approach is delivered by early childhood partners. These are local organisations funded by the NDIA, with teams of professionals who have experience working with young children and families.<\/p>\n<h2>How to get started<\/h2>\n<p>The NDIS suggests starting by talking to your child&#8217;s health or education professional if you have a concern about their development. This might be your GP, maternal and child health nurse, paediatrician, early learning educator or teacher. You can also contact an early childhood partner directly.<\/p>\n<p>Your child does not need a diagnosis for an early childhood partner to help. At first contact, the partner may:<\/p>\n<ul>\n<li>talk with you about your child&#8217;s daily life<\/li>\n<li>read reports or letters you have from professionals<\/li>\n<li>use assessment and screening tools to understand your child&#8217;s development.<\/li>\n<\/ul>\n<h3>Preparing for the first conversation<\/h3>\n<p>It can help to jot down some notes before you talk with an early childhood partner:<\/p>\n<ul>\n<li>what you have noticed, when it started, and whether it is changing<\/li>\n<li>what a typical day looks like, including sleep, eating, play and routines<\/li>\n<li>what your child enjoys and does well<\/li>\n<li>what others, such as educators or grandparents, have noticed<\/li>\n<li>copies of any reports, such as hearing tests, health checks or kindergarten reports.<\/li>\n<\/ul>\n<p>Your child&#8217;s strengths matter as much as the challenges. They help professionals plan support that builds on what already works for your child and family.<\/p>\n<h2>What support is available<\/h2>\n<h3>Early connections<\/h3>\n<p>The NDIA&#8217;s <a href=\"https:\/\/www.ndis.gov.au\/media\/7760\/download?attachment=\">early childhood approach guideline<\/a> describes early connections as quick access to support. Early childhood partners can help even if your child is not eligible for the NDIS. This may include:<\/p>\n<ul>\n<li>links to community and mainstream services, such as playgroups, kindergarten and health services<\/li>\n<li>practical information about your child&#8217;s development<\/li>\n<li>connections with other families<\/li>\n<li>help to apply for the NDIS, if your child is likely to be eligible.<\/li>\n<\/ul>\n<h3>Early supports<\/h3>\n<p>Early supports are a program of early childhood intervention for children younger than 6 with developmental concerns. The guideline says the program will usually run for 3 to 6 months, or up to 12 months where needed. Early supports aim to build your family&#8217;s confidence to support your child in everyday settings, like home and kindergarten.<\/p>\n<h2>When a child may be eligible for the NDIS<\/h2>\n<p>The guideline says a child may be eligible for the NDIS if there is evidence they have an impairment that is, or is likely to be, permanent, or if they are younger than 6 and have developmental delay.<\/p>\n<h3>Developmental delay<\/h3>\n<p>Under the NDIS early intervention requirements, developmental delay only applies to children younger than 6. The evidence needs to show that the delay:<\/p>\n<ul>\n<li>is caused by a mental or physical impairment<\/li>\n<li>substantially reduces your child&#8217;s functional capacity compared with other children the same age, in areas such as self-care, communication, learning or movement<\/li>\n<li>means your child needs coordinated support from a team of different professionals over an extended time.<\/li>\n<\/ul>\n<h3>Turning 9<\/h3>\n<p>When a child in the NDIS turns 9, the NDIS guide says they move from working with an early childhood partner to working with a local area coordinator.<\/p>\n<h2>Thriving Kids and other changes<\/h2>\n<p>Support for young children is changing. These changes are in transition, and some details are still being worked out.<\/p>\n<h3>Thriving Kids<\/h3>\n<p>The NDIA says governments have committed to a new program called <a href=\"https:\/\/www.ndis.gov.au\/news\/11085-thriving-kids\">Thriving Kids<\/a>. It is for children aged 8 and under with developmental delay or autism and low to moderate support needs, and their families. The rollout begins no later than 1 October 2026, with full implementation expected by 1 January 2028. It will be delivered through local services, and arrangements differ between states and territories.<\/p>\n<h3>New NDIS access rules from 2028<\/h3>\n<p>The <a href=\"https:\/\/www.health.gov.au\/our-work\/ndis-legislation-changes\/amendments\/ndis-amendment-securing-the-ndis-for-future-generations-bill-2026\/about-the-changes-to-the-ndis\">Department of Health, Disability and Ageing<\/a> says that from 1 January 2028, children aged 8 and under who apply for the NDIS will be assessed against new criteria. Children with developmental delay or autism and low to moderate support needs will no longer be eligible, and will be supported through Thriving Kids. Children with high support needs will still be able to access the NDIS.<\/p>\n<p>Children already in the NDIS before 1 January 2028 will continue to be reassessed under the earlier criteria.<\/p>\n<h3>Parental responsibility<\/h3>\n<p>From February 2027, the NDIA says there will be clearer guidelines about what parents are expected to provide for a child with disability. This includes supervision, personal care, transport, emotional support and behavioural support.<\/p>\n<p>If you are unsure how these changes affect your child, ask your early childhood partner. Your state or territory government website will also have information about how Thriving Kids is being delivered where you live.<\/p>\n<h2>When an assessment can help<\/h2>\n<p>You do not need a diagnosis to get early help. But a detailed assessment can help you understand your child&#8217;s strengths and needs, plan support at home and school, and add evidence if your child applies for the NDIS.<\/p>\n<p>Signs that it may be worth talking to a professional include:<\/p>\n<ul>\n<li>not reaching developmental milestones, or losing skills they had<\/li>\n<li>delays in talking, understanding or playing with others<\/li>\n<li>big difficulties with learning, attention or behaviour at kindergarten or school<\/li>\n<li>concerns raised by educators or health professionals.<\/li>\n<\/ul>\n<p>If you have a concern, trust your instincts and ask.
